CONTRIBUTION OF ADI HINDU DEPRESSED CLASSES ASSOCIATIONS AND SCHEDULED CASTE FEDERATION IN THE DALIT MOVEMENT OF UTTAR PRADESH.

United Provinces Adi Hindu Depressed Classes Association was established on 27th June 1942.[1] This association was more concerned with political and developmental aspects of Dalits. In a way it shows the transformation of Dalit discourse and activism from identity centric to political demands. The resolution of this association demanded for formation of a provincial Depressed Classes Advisory Board and District Depressed Class welfare committees in order to have an effective organization both at the centre and in the districts.[2] This association for betterment of Dalits demanded the following facilities:
(i) That grants-in-aid be given to the Depressed class news paper such as "Sant Sudha and Samter" to make propaganda of depressed Classes Education and their general uplift.
(ii) that the Depressed Classes Provincial Federation be recognized by Government.[3]
(iii) This conference requests the Government to allot more money for reclamation department which is serving a great deal of depressed class’s upliftment.[4]
The demands made by Adi Hindu Depressed Caste Association exercised impact upon the policies of government. In 1942 scheduled castes education committee was set up by the Congress Government for advising the Education Department in the matters connected with the education of Depressed Classes.[5] On December 11, 1943 Governor appointed an advisory Committee to advise the reclamation officer on matters relating the uplift of Depressed Classes. The follwign members were appointed in the committee:
1. Reclamation officer, U.P. Chairman
2. R.B. Hari Prasad Tamta- Almora
3. R.S.B. Ram Sahai - Hewet Road Lucknow.
4. R.S.B. Shyam Lal- Beli Road Allahabad.
5. Dr. Manik Chand- Raja Mandi Agra
6. Bhoj Raj Singh- Mohalla Aheriya Distt. Etah
7. Hari Lal Jaiswar- Allahabad.
8. Tilak Chand Kuril- Cawnpore.
FEATURES:
1. The membership was for 3 years from date of appointment and also they can be re-appointed.
2. The Committee shall ordinarily meet twice in a financial year at the beginning of the year.[6]
3. Under rule 20(b) of the F.H.B. Vol. III the non-officeial advisory Committee to the first class officers for purposes of a t. a selected.
4. The charge on account of the halting and travelling allowances was made to members.[7]
On March 16, 1944 it was passed that except B. Pheku Ram of Gorakhpur are willing to work on the committee if nominated the committee may be formed only of the seven person whose consent has been received the full addresses of the seven persons are as follows:
(i) Rai Bahadur Munshi Hari Prasad Tamta, M.L.A., Hari Niwas, Almora.
(ii) Rai Saheb B. Ram Sahai, 28 Hewett Road, Lucknow.
(iii) Rai Saheb B. Shyam Lal, Beli Road, Allahabad.
(iv) Dr. Manik Chand, M.L.A. Raja Mandi Agra.
(v) Dr. Bhoj Raj Singh, Mohalla Aheriya Marehra Ton, District Etah. (Present address- Mohalla Nasimabad Ram Dularey Kalwar's Ahata, Near Railway Gumti No. 5 P.O. chowki Cownpore)
(vi) B. Hari Lal Jaiswar, 36 Lukerganj, Allahabad.
(vii) Mr. Tilak Chand Kureel Parmat, C.B. Hari Lal Jaiswar of Allahabad and Bhoj Raj Singh of Etah are Government Servants the former is an employee of the Government press, Allahabad, and the latter a supervisor, Depressed classes Education, Cawnpore, under the special officer for Depressed classes Education U.P. B. Hari Lal Jaiswar is also a member of the Provincial scheduled castes Education Committee United Provinces.[8]
The aforementioned process suggests the impact of Dalit movement on the government policy. On account of consistent demand and activism, governing process incorporated the demands of Dalits. It was perceived as a necessary condition to govern Indan society in an effective way.

SCHEDULED CASTE FEDERATION
The Scheduled Caste Federation which was an
umbrella association for Dalit castes in United Province. In 1946 federation
asserted the movement with following issues:
1. Residential Buildings and colonies for Dalit on government expenditure.
2. Asked for representation according to Poona pact in new constitution for Dalits.
3. Abolition of criminal tribe act of 1871. In this act around 3000 people get imprisonment.[10]
